On the verge of the Black April Month coming in less than two weeks; the Charter 2000 Movement outlines the works that the Vietnamese people in the homeland and overseas have to do to push for the people’s rising in 2019/2020 to prevent the country of VN from losing to China due to the implementation of the Chengdu Agreement

The coming Black April Month (April 2019) is the 44th Black April (4/1975 - 4/2019); the struggle of the people of VN to escape communism and avoid the implementation of the Chengdu Agreement (with the result being the loss of the country of VN to China) in 2020 is more urgent than ever. It looks like there is no other solution for the people of VN than they have to rise up to eliminate the servants for Beijing in Hanoi, together with a transformation of the regime from communism to democracy and declare before the world that the new regime won’t accept the secret and unequal treaties between the Communist Party of China (CPC) and Communist Party of VN (CPV). So the (secret) Chengdu Agreement is not valid for the people of VN and the new regime. In order to support and push for a people’s rising in the homeland; the overseas Vietnamese need to consolidate our ranks and form what is called an overseas network with groups/organizations that have the ability to lobby their local governments and international bodies to support the movement(s) in the homeland when they stand up for struggle against the communist regime.

There are three tasks we need to do:

1. Protect the anti-communist citadel of the overseas Vietnamese

One of the most important tasks is to keep on the commemoration of the Black April Day and the raising of the Yellow Flag with Three Red Stripes of the Republic of Vietnam, now the Heritage Flag of the overseas Vietnamese in most places. The Vietnamese communists and the reconciliation groups overseas would like to erase the Black April Day. There have been many new terms suggested to name the 30th Day of April, such as: The South Vietnam Day (SJR 455 by Senator Dick Black of the Senate of Virginia, 2013), The Journey to Freedom Day (S-219 by T.H. Ngo, Canada), The Boat People Day (by a group in Toronto), The Marching for Freedom Day (by VT)...But the overseas Vietnamese have always stayed with the term “Black April Day” (in Vietnamese: Quốc Hận) as that term was from their heart. The term “Quốc Hận” was spontaneously arisen right after April 1975 and reflected what it meant to the Vietnamese refugees since the first exodus around April 30, 1975. “Ngày Quốc Hận” in Vietnamese means “The National Mourning Day” which was exactly what happened on April 30, 1975. It was quite difficult to translate into English the term “Ngày Quốc Hận” in its full meanings; then the writers continued to use “The Black April Day” to indicate “Ngày Quốc Hận” of the overseas Vietnamese. There won’t be successful changes of this term (“Ngày Quốc Hận”) because it is from the people’s heart. When talking about the 30th Day of April, the overseas Vietnamese automatically opened their mouth: “Quốc Hận!” The Vietnamese communists and the reconciliation groups will always fail in any future endeavours to change the term “Quốc Hận”.

2. Identify and promote those being courageous and full of knowledge to become leaders of the revolutionary movement(s) in the homeland

We have seen the intellectuals in the SRVN who at first glance, look like the dissidents against the Hanoi regime. They are not! (such as Nguyen Quang A). These persons have always spoken out something like a dissident, but after analyzing and investigating thoughtfully, their words really back up and benefit the Hanoi regime [an example is the Petition signed by 100 Intellectuals and Prestigious Persons in the Homeland and Overseas submitted to President Donald Trump on the occasion of the Trump - Kim Summit on February 27-28, 2019 in Hanoi prepared by the Nguyen Quang A group, placing a heavy criticism against China, but saying nothing to the servants for Beijing in Hanoi (such as Nguyen Phu Trong). The servants for Beijing are the true criminals of the nation in selling the country of VN to Red China].

To push for a VN Revolution in 2019/2020, we need to identify and promote those being courageous and daring to act like Dr. DIEU HANG (Saigon) who was arrested on January 18, 2019, 2 days after she posted an article entitled “The Difficulties of Vietnam today” on Facebook (Jan. 16, 2019). We need to have a campaign to identify, promote, and gather leaders for the struggle in VN; in order that we can form a movement which has deep roots in the people, and can act against the regime, not to back up the regime. Dr. DIEU HANG studied the case of Venezuela and raised the questions for the people of VN. Dr. DIEU HANG’s question: What do we have to do? She insisted: “The people of VN have to take a stance: going ahead to stand up or everything will be shut down for the people of VN!” We need to promote such persons like Dr. DIEU HANG to lead the revolutionary movement in VN.

3. Form an overseas network (including the struggle groups and the democracy activists in various countries overseas who agreed to work together to back up and support the revolutionary movement(s) in VN, especially, those in the United States).

The formation of an overseas network as such will be a force to stand behind the revolutionary movement(s) in VN to offer them the security guaranty and peace of mind when they devote themselves for the struggle in the homeland. That network will lobby the Trump Administration, other governments, parliaments/congresses, and international bodies for the revolutionary movement(s) in the homeland in cases of need. In the current situation, our activists in the U.S will be key to our successes in supporting the struggle movement(s) in VN, though the communist regime also lobbied hard to the Trump Administration as we saw (that was the reason that the Trump - Kim Summit was organized in Hanoi). But we have to work hard to keep a close relationship with the Trump Administration for future opportunities. More than 60% of voters of Vietnamese Americans voted for Rep. Candidates and Trump in the past elections is a guaranty that our voice will be heard. Vietnamese -American activists in the U.S. are currently working hard to support Trump; but we must work harder to be a phenomenon that Trump has to pay his attention to! He will do something for us and for VN in the future when the people of VN prove their will!
