A Citizen's Suggestion on constitutional reform to create a modern political institution

Introduction - Another scholar in China spoke out:

His name is Zhang Xue-Zhong, a former law professor from Hua-dong Political and Law University in Shanghai. He lost his teaching position and license for practicing law because of his previous persistent speaking out for justice.

Unlike other writings in the same genre, Mr. Zhang's open letter, A Citizen's Suggestion on constitutional reform to create a modern political institution (forgive my rushed lousy translation), is attached with his complete 10-chapter draft of a new constitution as "a scholar's proposal."

Mr. Zhang told the story behind his motivation and courage for promoting the constitutional reform. His story made me cry: He grew up in an rural area...when he was in grade four, he personally watched the local CCP carders and policemen rounded up a group of women and shipped them, on a tractor, to the local clinic for sterilization. One of the women died on the operational bed, and her danger was Mr. Zhang's classmate. On the way to burry the woman, her daughter cried: "Mom, where are you going? Why don't you talk to me!?"

Mr. Zhang said that his classmate - that little girl's heartbreaking cry forever instilled in him a strong sense of responsibility to speak up for the public interest...

This is the second time in my life when I feel hopeful for China. The first time was the students' mass demonstration on Tian-An-Men square before it was brutally crushed.

I pray for a better outcome this time.
